Mr. McNeill is a founder and Managing Director of OTB Consulting and is a recognized leader in pioneering the use of technology in the practice of law.  OTB Consulting serves clients nationally and internationally to design and implement law practice management systems that help law firms deliver higher quality legal services at lower cost.

Ms. Cynthia Larbig is a Managing Director and equity partner of OTB Consulting (OTB). In her role, she leads or oversees all aspects of business development, marketing, internal operations, human resources and finance. She plays an instrumental role in the success and growth of the company.

Mr. Harmon (Chuck) leads multiple areas of OTB Consulting (OTB), including Business Strategy, Business Development, Finance and Product Pricing.  Mr. Harmon, has been helping guide OTB’s growth since 2006.

Ms. White is an experienced paralegal with advanced expertise in bankruptcy law office administration. As a paralegal and office manager for one of the largest filing firms in the US her role included hiring, training, supervising and mentoring new staff. She also was responsible for developing strategic policies and procedures that would support the growth of the firm as well as writing and editing training manuals for documentation. She was a integral member of the team that developed BKexpress, OTB's industry leading consumer bankrupty practice management system.

Ms. White has a Criminal Justice degree from University of North Texas, and she attended Texas Wesleyan Law School for one year.

Mr. Holcomb is a Time Matters Certified Consultant. Prior to becoming a Consultant, he spent six years at Time Matters/Lexis Nexis and has been involved in every release of Time Matters since version 4.0. His last position within the company was Desktop Development Quality Control Manager. He also held the position of Senior Support Engineer before being promoted. He is particularly skilled in Time Matters installations, configuration and troubleshooting.

Marc Wexler is the OTB IT Director. In addition to his CIC certification, Marc is also a Microsoft Certified System Engineer and Cisco Certified System Engineer.  His educational background includes a B.S. and M.S. in Chemistry as well as a minor in Computer Science from the University of Maryland.  Marc has both IT and legal process experience in law firms, having served as a law firm IT director for 12 years, as well as many years of high tech engineering consulting work. 

Having been a personal injury attorney for 10 years, Mark is a personal injury expert. In the early 90’s, he combined his legal and technology expertise installing computer networks and practice management databases for personal injury firms.

Rosemary Kupfert has been a Certified Software Consultant for Timeslips, Time Matters, Billing Matters, PCLaw, HotDocs and Prolaw for over 10 years. Prior to her becoming a Consultant, she was in the legal industry for over 20 years holding positions in law firms such as Legal Administrator, Paralegal and Legal Assistant. (Bankruptcy and Civil Litigation firms). 

For nearly 20 years, Holly has been providing consulting services in the areas of accounting and management software and internal procedures. She is a Billing Matters expert and is not only a Certified Consultant for Time Matters and Billing Matters, but is also a Certified Consultant for PCLaw, Timeslips and QuickBooks.

David H. Jones is a senior network engineer with NET Consulting. His firm consults with small to mid-sized businesses for all their IT needs ranging from IT management of hardware, networking, system maintenance to support.
